It’s an all-too-common feature of heavy rainfalls on O’‘ahu… runoff enters the sewer system, overwhelms it, and overflows.    The City and County has its hands full preventing future overflows, and use smoke-testing to pinpoint broken pipes, illegal connections, and trouble spots in the system.   It’s going on right now in Maunawili and   Lori Kahikina, Director of the Honolulu Department of Environmental Services, joined the show to tell us how it works.

It’s an opportunity that only comes along once every ten years and historically, people have been slow to take advantage of it.   The Honolulu Charter Commission offers the public the chance to weigh in on the operations of City government and propose significant changes to its Charter.    Kevin Mulligan is a member of the appointed board that looks at public proposals, and he joined us in our studio to talk about the process. Kevin Mulligan has worked for the Hawaii Government Employees Association for 24 years representing a wide range of public employees in collective bargaining. In addition, he also  served as a staff member in the California State Assembly and the Hawaii State House of Representatives before being appointed to the Honolulu Charter Commission.
